Analysts Spot Kremlin Fear Campaign Against Tomahawk Employment
The Kremlin is executing a strategic manipulation operation of threats to deter the US from providing precision-guided weapons to Ukraine, according to conflict researchers. A senior official remarked: “We understand these weapons thoroughly, their flight patterns, methods to intercept them, we tested against them in Middle East operations, so it presents no surprises. The providers and the operators will face consequences … We will identify methods to target those who cause us trouble.”
Ukrainian Counteroffensive Developments
Ukraine's military were causing significant casualties in a military operation in eastern Ukraine, the central battlefield, Ukraine's leader said on midweek. Zelenskyy's assessment, based on a communication with his senior military officer, differed from Moscow's address to senior Russian officers a previous day in which he claimed Moscow's forces maintained the military advantage in every combat zone.
According to analysis from the beginning of October, defense researchers said Russia was experiencing substantial casualties, particularly from drone strikes by Ukraine, in compensation of minor territorial gains. Ukrainian forces, Ukraine's leader reported, were “defending ourselves along all other directions”, highlighting especially northeastern Kupiansk, a significantly ruined town in north-eastern Ukraine under intense attacks for an extended period.
Regional Situations
Administrative officials in the Kherson area of southern Kherson said Russian attacks on Wednesday resulted in three fatalities in and around the urban center of Kherson city. The governor of the Sumy oblast, on the border area with Russia, said three fatalities occurred in Russian drone attacks in different districts. Ukraine's air force said it successfully countered 154 out of 183 Russian strike and decoy drones overnight into Wednesday.
Military action substantially impacted one of Ukraine's thermal power plants, authorities said on midweek. Facility personnel were injured in the attack, as reported by industry sources. They provided limited details, about the plant's location, but national sources said attacks targeted energy infrastructure in the Chernihiv region, southern Kherson and south-eastern Dnipropetrovsk regions.
Humanitarian Effects
In the border community of Shostka, severely affected by the offensive operations against the power supply, authorities have established temporary shelters where residents may seek warmth, drink hot tea, charge their phones and receive psychological support, as reported by regional head.
Diplomatic Measures
Kyiv's representative to the military alliance on midweek called on European partners to increase acquisitions of American military equipment for Kyiv. “This doesn't mean we prioritize US equipment instead of allied or some other European weapons – the reality is that we require the America for systems that EU members are unable to supply,” said Ukraine's NATO envoy.
German federal police will soon be allowed to shoot down unmanned aerial vehicles, interior minister declared on midweek, in response to numerous unmanned aircraft incidents suspected as Moscow's attempts to spy and intimidate. Announcing legal changes, the representative said security forces could legally “to implement state-of-the-art technical action against unmanned aircraft dangers, for example with electromagnetic pulses, signal disruption, navigation system disruption, but also with physical means”.
European Security Concerns
European leader declared on midweek that the European Union should ramp up its defenses to respond to complex threat operations after air incursions, cyber-attacks and submarine infrastructure disruption. “These aren't isolated incidents. It is a organized and growing strategy,” the leader said in a presentation to the European lawmakers. “Two incidents are isolated incidents, but multiple, repeated, numerous – this is a intentional and focused grey zone campaign against the European Union, and European countries should answer.”
Humanitarian Situation
The Swiss government has continued its refugee protection offered to displaced Ukrainians to at least March 2027. Protection status S, which allows people to journey internationally as well as seek employment there, is typically restricted to a single year but can be continued. “The decision demonstrates the ongoing precarious security situation and persistent Russian attacks across extensive regions of the country,” said a federal announcement. “Despite global diplomatic initiatives, a lasting stabilisation that would allow for secure repatriation is not anticipated in the foreseeable future.”
