The United States Vows a Substantial Aid Package, Issuing a Blunt Warning to the UN.
In a move that pairs financial support with a firm ultimatum, the United States has committed $2 billion for United Nations humanitarian efforts. However, this aid was accompanied by a stark admonition for the global organization: it must "change or face irrelevance."
A Major Pledge Amid Wider Funding Cuts
This commitment came during a time of major cuts in US support of global aid. Further cuts are also anticipated from other major contributors including Britain and Germany. The official, President Trump's Under Secretary for Foreign Assistance, made the announcement alongside the UN's top humanitarian official.
"This contribution will help save millions of lives," affirmed the UN's humanitarian chief. Yet, the $2 billion represents only a fraction of the United States' traditional contributions, which previously totaled approximately $17 billion just a few years ago.
Funding with Specific Conditions
This new US aid comes with without restrictions. It prioritizes a select group of 17 countries, including Haiti, Syria, and Sudan. Crucially, Afghanistan and Yemen are explicitly denied funding.
The US official justified this by pointing to concerns that there, aid money had been funneled to militant groups. "President Trump will never tolerate any amount of public funds supporting terrorist groups," he asserted.
Additionally, the restrictions prohibit spending on initiatives related to tackling climate change, which were described as not "life saving" and not in "the US interest."
The Blunt "Evolve or Perish" Ultimatum
Delivering a blunt warning, the US official warned the UN that it must "evolve or become obsolete." He emphasized that the US "coffers is not open to agencies that just want to return to outdated ways."
This official, a reported architect behind the closure of USAID, called for focused and efficient funding that avoids overlap between programs. The UN's humanitarian chief and UN officials have expressed full agreement for efficiency and focus, noting that prudent use of funds is in everyone's interest, particularly the hundreds of millions individuals caught in crises.
A Controversial Shift to Global Assistance?
Although the UN has accepted the new funds, significant concerns persist regarding if these stipulations compromise principles. The fundamental tenets of impartial assistance – being neutral, impartial, and directed to the most needy – are challenged by excluding entire nations or global crises.
The consequences of funding cuts is already being felt. Reports indicate shutdowns of maternal health centers in one excluded country and reduced nutritional support for displaced people in another nation. Globally, a long period of improvement, child mortality rates are projected to increase in the near future.
In the end, as the UN faces a persistent funding crisis and a skeptical major contributor in Washington, many within the organization likely recognize that, despite its conditions, $2 billion is preferable to no aid at all.
